企画趣旨
　2025年は日本の敗戦80年を迎えた。この80年の間，日本の「外国人人口」は300万人を超え，1990年代後半には，韓国・朝鮮籍が外国人登録者数の半数を切った。現在は，中国，ブラジル，ベトナム，フィリピンの出身者などが増加し，1980年代まで，国内の外国人登録者数の9割が「韓国・朝鮮籍」だった頃と大きく変わった。

　しかしながら，日本の「外国人」をめぐる政策や入管政策は，この80年間で何が変わったのだろうか。これが本シンポジウムの問題意識の中心であり，そして2022年度の冬季大会（愛知県立大学）のシンポジウム「入管制度を問う―過去から現在まで」での問題意識の連続線上にある。すなわち，日本の敗戦直後の朝鮮人政策をみると，徹底して，朝鮮人を「無権利化した『外国人』」として扱い，それが現在まで続いていること，朝鮮人のみならず，他の外国人にもつながっているのではないかというものである。

　2025年は，敗戦80年であるとともに，インドシナ難民の「到着」から50年の年でもある。インドシナ難民が「黒船」（田中宏）となって，それまで「国籍」を理由に，社会保障などから朝鮮人を排除していたが，難民条約の批准（1981年）をもって，ようやく，朝鮮人も含まれるようになったのである（内外人平等の原則）。しかしながら，現在でも，戦後補償の問題，公務員任用の問題，公立学校で教諭として採用されない等，多くの差別を残したまま，現在にいたっている。

　1981年の難民条約加盟によって，国籍による排除が社会保障制度の中で撤廃されたことは確かだ。だがその他の制度上の差別が完全に撤廃されたわけでもなく，差別を解消しようという社会の動きも鈍い。条約難民の認定数は1,610人で，難民条約の枠外で受け入れたインドシナ難民の7分の1に過ぎない。現在の難民認定状況を見れば，難民は保護の対象というよりはむしろ、収容などを含め無権利状態にされ、管理／排除の対象でありつづけている。

　それは難民だけでない。永住権の剥奪や、「不法移民」ゼロキャンペーンなどが政策として打ち出される2025年現在、外国人であればだれでも、簡単に「管理／排除」の対象になりうることを示唆している。改めて、朝鮮人政策と、現在の外国人の管理の在り方のつながりを検討することは極めて重要であろう。権赫泰は「日本の「戦後」は「朝鮮」〔をはじめとする旧植民地〕の消去の上にある」（権赫泰『＜戦後＞の誕生』＜新泉社, 2017 年＞）と述べたが，とかく，分断して考えられがちな旧植民地出身者とニューカマーの外国人たちの課題を連続して考えてみたいと思っている。

「文化的・言語的に多様な子どもの『障害』をめぐる現状と課題
～『障害』判断の困難さと進路への影響・課題および今後の支援に向けて～」

趣旨：

2019年に文部科学省への情報公開請求により、日本の公立小学校の特別支援学級における外国人児童在籍率が日本人児童に比べて高いことが明らかとなり、その背景について様々な研究がなされてきた。外国人児童生徒の学習や行動面での問題は、発達障害に基づくものなのか、言語能力や文化の相違・ストレス、家庭環境・社会環境によるものなのか、見極めが難しいという課題があること、また外国人児童生徒への言語面・学習面の支援体制の未整備の課題があることが言われている。さらには発達障害を含む子どものインクルーシブ教育についての課題にまで発展するテーマでもありうる。

その中で、今回焦点を当てるのは、高校進学時に特別支援学校へ進学した場合、卒業資格はあくまでも「特別支援学校高等部卒」になり、一般の「高卒」とは異なりその後の就職の方向性が障害者枠での採用にほぼ決定してしまい、後から実は発達障害等が原因ではなく言語・文化・社会環境等が異なることが背景にあった一時的な困難状態であったということが分かっても挽回が非常に困難になることが認識されているか、という点である。小中学校で特別支援学級に在籍することにより、個々の特性にあった適切な支援を受けることができ能力を伸ばすことができるという利点もあるが、特別支援学級に在籍することにより、内申点等に影響することで高校進学の際に普通高等学校への進学に不利になることもありうる。保護者、学校、教育委員会、支援者などの関係者の間で、そのような認識をもって外国人児童生徒への特別支援学級への就学が検討されているか、どのような支援が行われているのか、その点について専門家や研究者、現場の教員等と議論を交わす場を設ける。

2021年夏のアフガニスタン退避者の受入れは、日本社会にとって意味のある出来事であり、この苦難の経験を多角的に評価、検証することで、今後の日本の移民・難民政策にとっての示唆を考える。また、アフガニスタン退避者の受入れにおいては、今回の学会開催地でもある「つくば」が舞台の一つにもなっていることから、地域社会の役割や機能も考察していきたい。

企画趣旨：

阪神・淡路大震災から30年が経過した。
「災害大国」とも言われる日本は、阪神・淡路大震災以前も、それ以降も、多くの災害を経験している。そして残念ながら、これからも多くの災害を経験することであろう。

そこで、本シンポジウムは、「大震災と移民」というテーマで、関東大震災（1923年9月1日）、阪神・淡路大震災（1995年1月17日）、東日本大震災（2011年3月11日）を取り上げ、4名の報告者を迎えて、日本社会における移民／外国人を考えたい。

国籍や民族、性別や年齢にかかわらず、誰もが等しく被災する。けれども、発災後の避難、復旧・復興への道は、必ずしも「平等」ではない。震災は、「日本人」以上の大きな困難を、移民／外国人にもたらすと言われている。とりわけ、移民女性や移民／外国人高齢者が直面する困難は大きい。災害という「非常時」は、日常に潜むさまざまな「問題」を顕在化させるからだ。

もちろん、この間、NPO（市民組織）や地域住民、自治体や国など、多様なアクターによって「問題」解決や状況改善が図られてきたことも確かである。阪神・淡路大震災から10年を経た2005年、総務省は「多文化共生の推進に関する研究会」を開催し、翌06年に報告書をとりまとめた。そこでは、災害への対応に限らず、日常的なコミュニケーション支援、生活支援について総合的・体系的に検討されている。2018年12月には、「外国人材の受入れ・共生に関する関係閣僚会議」が総合的対応策を策定し、「共生」に向けた100以上の施策を提示している（以後、毎年度改訂）。22年6月には中長期的なロードマップも示されている（以後、毎年度一部変更）。

けれども、いまだ解決すべき「問題」も多く残されており、変わらぬ現実もある。移民／外国人の脆弱性は、コロナ禍でも、能登半島地震（2024年1月1日）でも指摘されている。それは、「問題」への取組みが不十分だからであろうか。あるいは、取組みの方向性が間違っているのであろうか。「問題」把握に誤りがあるからなのであろうか。もしくは、目指している社会の「問題」なのであろうか。

このような問題意識のもと、本シンポジウムでは、大震災を手がかりとして、「移民／外国人」の視点から、「共に生きる」社会について議論を深めていきたい。

移民政策に関連するテーマで発表を行うこと。

(2)

グループは会員3名以上からなるグループであること。

(3)

当該グループの活動実績を明記すること。

(4)

常設の研究グループか1回のみの研究発表グループであるかを問わない。

(5)

報告者は、非会員であっても会員と同じく大会参加費は不要であるが、その他の非会員は、大会参加料を必要とする。

(6)

グループの発表は、年1回のみ認められる。

(7)

報告は「移民政策研究」に原則として掲載されないが、例外として投稿論文に応募することは可能である。
