趣旨：
　今回の難民インタレストグループでは、神戸大学大学院国際文化学研究科の工藤晴子先生に、「難民とセクシュアリティ」と題して、近著『難民とセクシュアリティ～アメリカにおける性的マイノリティの包摂と排除』（明石書店、2022年3月）を中心にお話をしてもらいます。
　難民と呼ばれる人々のなかには、ジェンダーやセクシュアリティを背景として移動する人たちがおり、近年、国際的な人道支援分野においては「LGBTQI+難民」の保護は重要課題になっています。本書では、アメリカ合衆国での調査をもとに、性的マイノリティの人々の難民認定問題、人の国際移動のなかでセクシュアリティの問題がどのように議論されてきたのか、彼ら・彼女らの移動の経験・プロセスとはどのようなものなのかなど議論されています。
　UNHCRのエジプト、トルコの事務所での勤務経験もある工藤先生のアプローチは、セクシュアリティの問題を、法的な難民の地位の認定を超えて、歴史的、政治的、社会的な文脈の中で読み解くものです。日本でも性的マイノリティについての関心が高まっており、研究者、支援者に留まらず難民審査担当者にもとても役立つお話が聞けると思われます。ふるってご参加ください。

＜難民インタレストグループ＞

趣旨：
　ロシアのウクライナ進攻を受けてポーランドなど周辺国に逃れた避難民は、2022年3月末で400万人を超えました。未曽有の速さと規模の避難民流出に対して、国際的な支援も前例のないスケールで行われています。
　日本政府も、2億ドル（240億円）の資金協力をすると同時に、ビザや在留資格面で特例を設けてウクライナ避難民の積極的な受け入れを進めています。民間でも、個人や団体から記録的な額の寄付金が寄せられ、自治体や民間団体が避難民受け入れに手を挙げるなど、「ウクライナ支援ブーム」ともいうべき状態が生まれています。
　そのような状況の中で、今回の難民インタレストグループでは、山崎有紗さんにお話を伺います。山崎さんは、東京外国語大学国際社会学部卒業生で、トビタテ!留学JAPAN日本代表プログラム11期生として2019年から１年間ウクライナのキーウ（キエフ）国立大学に留学しました。帰国後はUNHCR駐日事務所でインターンをするほか、ウクライナ戦争を機に＃SunflowerFromJapanという若者によるプロジェクトを3月にスタートし、大きな反響を呼んでいます。さらに、山崎さんは、友人のウクライナ人女性の日本入国と生活支援にも奔走しています。
　今回は、山崎さんから、ウククライナでの状況、日本に避難する人たちがどのような背景を持ち、日本に入国し生活する上で直面する困難、日本社会の反応などについてお話してもらいます。事情が許せば、当事者の女性も参加します。それを通して、今回のウクライナ避難民受け入れの持つ意味、今後の日本の難民避難民受け入れへの課題などについて考えたいと思います。

＜特別企画セッション（ミニシンポ）：「日本における移民の社会統合」＞

企画趣旨：
　現在、日本においても、入国管理政策のあり方と同時に、国内に居住する外国人／移民の社会統合政策のあり方が、あらためて問われている。在日外国人が定住化する中で、在留資格の見直しや社会・経済・政治諸領域への参加の問題、国籍の在り方、教育の問題など諸領域における体系的な移民政策の必要性が論じられて久しい。
　本企画では、日本における移民の社会統合について、計量的な分析手法を用いてその統合メカニズムと統合への障壁を明らかにした永吉希久子会員（東京大学）らの研究グループによる研究成果（参照、永吉編『日本の移民統合－全国調査から見る現況と障壁』（明石書店、2021年））を中心に、同書には書ききれなかった知見や同書刊行後に見つかった新たな課題、今後の研究の展望などについて報告される。それによって、日本における移民の統合政策論議をさらに諸分野で活性化していくことを企図している。
　上記研究では、「移民」を「生まれ育った国を離れ、自国以外の国（日本）で暮らしている人」という広い意味で用いた上で、「日本における『移民』の定住化は統合の進展を意味するものだろうか。統合の進展が阻害されているとすれば、何が障壁になっているのだろうか。これらの問いに、実証的なデータ分析をもとに答える」ことを目的として、日本全国を対象に2018年に実施した無作為抽出による大規模調査という「社会学分野ではほとんど初めての試み」によって、①「移民の社会経済的統合」（教育、雇用、賃金）、②「移民の社会的統合」（家族、社会参加）、③「移民の心理的統合」（メンタルヘルス、帰属意識、永住意図）のそれぞれのテーマについて個別の検証を行っている。
　そこで、本企画では、同研究において全国調査から明らかになったことをわかりやすく報告していただき、またフランスをはじめヨーロッパにおける移民の社会統合政策に詳しい宮島喬会員からコメンテーターとして補足してもらうことによって、日本における移民の「社会統合」政策の現状を認識するとともに、その課題と展望を明らかにしたい。
　なお、本企画は2022年年次大会の1日目に開催し、2日目のシンポジウム企画では「アンダー／アフターコロナの移民政策」というテーマが予定されている。後者が基本的に現場に近い立場の事例報告中心になることを想定しているのに対して、本企画は、計量的な分析手法によるアカデミックな報告という点で差異があり、2日目のシンポジウム企画につなげる役割も果たすことを想定している。

趣旨：
　2020年から始まったCOVID-19の世界的な感染拡大（コロナ禍）は、「国境を越えた移動」という国際移民の前提条件を揺るがすものであった。しかし、その影響は移民の出入国が制限されたことのみに留まらない。国家の内部における移民の居住や就労、社会参加のあり方にも、コロナ禍は大きな影響を及ぼした。日本における移民／外国人住民をめぐる状況も、その例外ではない。「アンダーコロナ」の状況は、移民／外国人住民が日本社会で置かれてきた脆弱な状況を露呈させ、さらに深刻なものにした。
　2022年初頭におけるオミクロン株の流行など、状況は依然として予断を許さないものの、2022年が日本における「アフターコロナ」の幕開けになりうるとすれば、そこにおける移民政策はどのようなものであるべきなのか。本シンポジウムでは、「アンダーコロナ」の国内外の状況のなかで、日本の移民政策をめぐる状況がどのように変化したのかを総括し、「アフターコロナ」において、その変化にどのように対処していくべきなのかを議論する。
　なお、本シンポジウムは鈴木江理子編『アンダーコロナの移民たち』（明石書店、2021年）での考察を発展させ、刊行後の情勢の変化も反映させつつ、議論を深めていくものである。
